Horizon Europe is the European Union’s flagship research and innovation programme for the period 2021-2027, with a total budget of €93.5 billion. 

On 21 May 2025, the work programme for 2025 was released. Of particular interest for the agri-food sector is Cluster 6: Food, Bioeconomy, Natural Resources, Agriculture, and Environment.

Expected outcomes: 

Innovative on-farm solutions

  • Farmers adopt a wide range of innovative practices to improve post-harvest handling, processing, and storage.

  • These innovations contribute to environmental and climate objectives, aligning with the European Green Deal.

 Stronger market position

  • Farmers enhance their position in value chains, adding value to both food and non-food products at the farm level.

  • This leads to greater competitiveness and financial viability.

New business models

  • SMEs and farmers benefit from sustainable business models that support on-farm transformation and storage.

  • These models open up new opportunities in food and non-food value chains.

 

Scope: 

Innovation tailored to farmers

  • Proposals should test, develop, and pilot solutions that improve farmers’ position in value chains and boost financial viability.

  • Innovations must be adapted to seasonal production cycles and tailored to farmers’ real-world needs.

 Environmental & climate impact

  • Projects should enhance the climate and environmental performance of farming activities.

  • They must assess carbon footprint reduction and climate change mitigation/adaptation potential.

 Business models & SME involvement

  • Support the creation of SME-led sustainable business models for on-farm transformation and storage.

  • Proposals may include financial support to third parties, especially farmers and SMEs, with up to 30% of EU funding allocated for this.

Practical implementation & exploitation

  • Include cost-benefit analysis and a clear exploitation pathway (e.g. market research, IP management, regulatory approvals).

  • Must comply with relevant EU regulatory frameworks, including pre-market authorisation if needed.

Multi-actor approach & dissemination

  • Apply the multi-actor approach, involving farmers, SMEs, and other stakeholders.

  • Develop practice-oriented dissemination materials like brochures and videos to share results widely.

Organic farming & diverse systems

  • Proposals should benefit various farming systems, with at least one being organic farming.

 

In total, two projects will be funded, with the European Union providing the funding.
