Horizon Europe is the European Union’s flagship research and innovation programme for the period 2021-2027, with a total budget of €93.5 billion. 

On 21 May 2025, the work programme for 2025 was released. Of particular interest for the agri-food sector is Cluster 6: Food, Bioeconomy, Natural Resources, Agriculture, and Environment.

Expected outcomes: 

Modernised Lifelong Learning (LLL) systems

  • Educational and training systems in agriculture should be innovative, responsive, and effective.
  • They must prepare current and future generations of farmers, workers, and advisors for the evolving challenges in farming.

Enhanced knowledge and skills

  • Farmers and advisors should gain comprehensive, up-to-date knowledge, skills and competences to adapt to climate, technological, and socio-economic changes.
  • This includes improving competitiveness, sustainability, and resilience of farms.

Accelerated adoption of innovations

  • New knowledge and solutions should be quickly introduced and implemented in farming practices.
  • The goal is to boost productivity and sustainability across economic, social, and environmental dimensions.

 

Scope: 

Assessment & forecasting

  • Develop methods to assess current and future skill needs in agriculture.
  • Identify gaps and opportunities for upskilling and reskilling.

Mapping learning pathways

  • Explore how agricultural professionals acquire knowledge (e.g. tools, timing, incentives).
  • Identify who provides this learning and how to make it more effective and attractive.

Dissemination of innovations

  • Investigate how to spread new, practice-oriented knowledge from research projects.
  • Analyse preferred communication tools and channels, and create a toolbox and guidelines.

Comparative analysis & best practices

  • Map and compare Lifelong Learning (LLL) systems across the EU and beyond.
  • Recommend improvements to embed knowledge within Agricultural Knowledge and Innovation Systems (AKIS).

Co-creation & piloting

  • Test new interactive tools (including generative AI and social innovation) to stimulate learning.
  • Improve access to impartial, relevant knowledge for decision-making.

Synergies across EU instruments

  • Connect Horizon-funded projects, EIP-AGRI groups, and Erasmus+ initiatives to maximise impact.

Recognition systems

  • Develop systems to acknowledge and reward lifelong learning efforts (e.g. micro-credentials).
  • Ensure visibility and tangible benefits for learners.

Collaboration & inclusivity

  • Work closely with projects under GOVERNANCE-13 to avoid duplication.
  • Use a multi-actor approach with farmers, advisors, educators, and AKIS actors.
  • Consider national/regional specificities and social diversity.

 

In total, one project will be funded, with the European Union providing the funding.
