Horizon Europe is the European Union’s flagship research and innovation programme for the period 2021-2027, with a total budget of €93.5 billion. 

On 21 May 2025, the work programme for 2025 was released. Of particular interest for the agri-food sector is Cluster 6: Food, Bioeconomy, Natural Resources, Agriculture, and Environment.

Reduced household food waste

  • Significant and measurable reduction in food waste generated by households across Europe.
  • Enhanced understanding of consumer behaviour and the drivers of food waste at home.

Data-driven insights

  • Improved data collection and analysis methods to monitor food waste trends.
  • Development of tools and indicators to assess the effectiveness of interventions.

 Innovative solutions

  • Deployment of technological, social, and behavioural innovations to prevent food waste.
  • Creation of scalable models that can be adapted across different regions and demographics.

Environmental & social impact

  • Contribution to climate action by reducing the environmental footprint of food systems.
  • Increased awareness and engagement among citizens in sustainable consumption practices.

Policy & market uptake

  • Support for policy development and alignment with EU strategies like the Green Deal and Farm to Fork.

Scope: 

Measurement & monitoring

  • Develop and deploy tools and technologies to measure and monitor food waste in households.
  • Use data-driven approaches to understand waste patterns and identify key intervention points.

Innovative solutions

  • Pilot new technologies, such as smart sensors or AI-based applications, to track food freshness and spoilage.
  • Explore sustainable packaging and storage innovations that extend shelf life and reduce waste.

Consumer engagement

  • Design strategies to educate and motivate consumers to adopt waste-reducing behaviours.
  • Apply behavioural science to shift habits and improve food management at home.

Policy & societal impact

  • Support the development of policy recommendations that integrate food waste prevention into everyday life.
  • Ensure scalability and replicability of solutions across different regions and demographics.

Multi-actor collaboration

  • Implement the multi-actor approach, involving citizens, SMEs, researchers, and local authorities.
  • Share results through practice-oriented dissemination materials like videos, brochures, and fact sheets.

     

In total, two projects will be funded, with the European Union providing the funding.
