Montenegro's rich natural resources and strong international relations provide a foundation for growth, but its tourism sector faces challenges such as weak regional coordination, limited workforce expertise in crisis management, and insufficient data for decision-making. Coordination between government and stakeholders is lacking, and recurring crises highlight the need for improved crisis preparedness. To address this, the NTO is enhancing collaboration, launching crisis management training, and improving data collection. These actions aim to strengthen governance, resilience, and preparedness in the tourism ecosystem.

The richness of Montenegro’s natural resources, its affordability, and strong international relations function as key assets, providing a solid foundation for growth. However, the development of its tourism ecosystem faces several challenges, including lack of regional agencies to coordinate efforts at regional / local levels, limited workforce with lack of crisis management knowledge and expertise, and lack of data to facilitate decision making.
Montenegro NTO also struggles with the implementation of strategies and policies due to the lack of coordination between government and the tourism stakeholders.
The accumulation of crises events, particularly natural and environmental, is urging the need to collectively improve crisis preparedness and management.
