On November 2024, the EU Commission DG GROW launched its Code of Conduct for Data Sharing in the Social Economy, a pivotal framework co-created by social economy actors from across member states. This innovative code seeks to empower social economy organisations by providing ethical guidance for data sharing and management while aligning with the core values of this unique economic sector.
Social economy organisations—such as cooperatives, mutual societies, associations, and social enterprises—operate with a mission-driven focus on social and environmental impact over profit. Data sharing offers these organisations transformative opportunities to expand their societal contributions. From driving innovation to improving decision-making and fostering collaboration, effective data practices can enhance their ability to address societal challenges.
The European Commission recognises this potential, highlighting data sharing as a crucial enabler of growth and resilience in its Social Economy Action Plan and the Transition Pathway for Proximity and Social Economy. However, stakeholders identified several barriers, including limited data literacy, insufficient infrastructure, and concerns about privacy and control.
The Code of Conduct embeds the defining principles of the social economy into its approach to data sharing, including:
- Democracy: Ensuring participatory governance in data decision-making.
- Trust: Building transparent and equitable relationships between data-sharing partners and among stakeholders from the social economy and beyond.
- Inclusivity: Actively involving marginalised communities in data governance.
- Equity: Addressing diverse needs and ensuring fair distribution of the benefits from data sharing.
- Self-determination: Empowering individuals and organisations to control how their data is used.
By aligning with these values, inherent of the sector, the code ensures that data sharing not only advances organisational goals but also adheres to ethical and mission-driven practices.
The Code of Conduct provides practical tools, such as checklists, agreement templates, and case studies, to help organisations navigate the complexities of data sharing. Examples of successful initiatives are highlighted in the document and illustrate how social economy organisations can implement data practices that drive impact while respecting ethical considerations.
For social economy organisations, adopting the Code of Conduct is more than a compliance measure—it's an opportunity to lead by example. By adhering to its guidelines, organisations demonstrate their commitment to ethical data practices, strengthen trust among stakeholders, and position themselves as pioneers in responsible data governance.
As the social economy evolves in the digital age, the Code provides a roadmap for leveraging data in ways that reinforce its mission: creating a fair, inclusive, and sustainable society.
