The European Union's Digital Decade policy for 2030 sets clear targets aimed at transforming Europe's digital landscape. Key objectives include increasing the number of ICT specialists to over 20 million, ensuring that at least 80% of the population possesses basic digital skills, and driving the digital transformation of businesses, with 75% of companies adopting technologies like cloud computing, artificial intelligence, or big data. Additionally, the policy sets goals for secure and sustainable digital infrastructure, such as providing gigabit connectivity for everyone and doubling the EU’s share in global semiconductor production by 2030.

To achieve these targets, the EU is supporting multi-country projects that focus on areas like data infrastructure, 5G communications, digital innovation, and cybersecurity. The Digital Decade policy includes a structured monitoring system, with progress tracked through the Digital Economy and Society Index (DESI), and annual reports from the European Commission. These efforts are complemented by the European Declaration on Digital Rights and Principles, which aims to ensure that digital transformation aligns with core EU values and promotes a safe, inclusive, and sustainable digital environment for all citizens.
