AI-MATTERS is one of four EU Testing and Experimentation Facilities (TEFs) launched under the Digital Europe Programme, and the only one addressing the manufacturing sector specifically - enabling experimentation with AI-driven automation, robotics and smart industrial processes under real-world conditions.

Each TEF operates on a budget of €40-60 million, half funded by the Digital Europe Programme and half from other EU, national or regional sources, as part of a wider €220 million total TEF investment planned for 2022-2027. Cascade funding of €50,000-200,000 is available per SME, aimed at companies with AI products or services at Technology Readiness Level 6-8 - meaning solutions close to market, not early-stage research. For a manufacturer wanting to test an AI-driven robotics solution before committing to full deployment, this is a direct, subsidised route to do so under EU AI Act-aligned conditions, rather than bearing that validation cost alone.
