The Pact for Skills was launched on 10 November 2020. It aims to support public and private organisations with maximising the impact of their investment in upskilling and reskilling, so they can thrive through the green and digital transitions.

Skills are central for building a resilient and competitive work force, and for mastering the digital and green transitions. Large and small businesses need skilled people to innovate and grow. The dynamic nature of the labour market can lead to skill mismatches and shortages, which can be major factors for unemployment. This is where the Pact for Skills comes in.
The Pact for Skills promotes joint action to maximise the impact of investing in upskilling and reskilling through skills partnerships. It calls on national, regional and local authorities; companies; social partners; cross-industry and sectoral organisations; chambers of commerce; education and training providers; and employment services to work together and make clear commitments to invest in training for all people of working age in the EU.
The European Commission is supporting the development of Large-Scale Skills Partnerships (LSP) and Regional Skills Partnerships (RSPs) through the Pact for Skills.
Large-Scale Skills Partnerships establish a common approach to cooperation, bringing together key actors across industrial ecosystems and value chains, including associations, public authorities and small and medium-sized enterprises, all committing to work together and invest in training opportunities. Examples of LSPs include the LSP for Textile Clothing Leather and Footwear (TCLF) ecosystem, as known as TCLF Skills Alliance. Regional Skills Partnerships are similar multi-stakeholder collaborations that seeks to advance the Pact for Skills’ objectives at the regional level.. They can take the form of local skills partnerships or cross-border ”Macro regions” or transnational regional partnerships, which bring together several regions that are linked economically or geographically to collaborate.
LSPs, such as the TCLF Skills Alliance, are also involved in supporting the establishment of Skills Partnerships at regional level, in line with the ambition of the TCLF Pact for Skills to build strong partnerships and promote regional and local cooperation. The emphasis on the regional dimension stems from the recognition that skills development can be addressed most effectively at this level. This approach enables a closer alignment between labour market needs and those of learners, facilitates the implementation of more responsive strategies, policies and plans, and fosters collaboration and synergies among stakeholders to drive positive and sustainable change. In particular, through the implementation of the SMP grant, TCLF SkillBridge, and the two Erasmus+ Blueprint projects, AEQUALIS4TCLF and METASKILLS4TCLF, the TCLF Skills Alliance aims to support collaboration across more than 40 EU regions relevant to the TCLF sectors.
