The European Commission is organising a stakeholder workshop as part of the consultation process for Biotech Act II, aimed at broadening the EU's regulatory support for industrial biotechnology and biomanufacturing beyond the health-focused scope of the first Biotech Act. For chemical companies looking to shift production toward bio-based feedstocks, the initiative is explicitly framed as a follow-on to the Chemicals Industry Action Plan rather than a separate biotech-sector exercise.

The workshop will update stakeholders on the preparation of the Biotech Act II proposal, present results from the Commission's earlier call for evidence, and gather feedback on preliminary policy options before the initiative's scope is finalised through a formal impact assessment. The programme includes dedicated sessions on bioeconomy-related scenarios and an updated Carbon Flows Report, giving companies visibility into the analytical basis the Commission is using to shape the proposal, alongside the usual mix of presentations and open discussion.

According to the Commission, Biotech Act II will complement the original Biotech Act, which focused primarily on health biotechnology, by addressing industrial biotechnology and biomanufacturing specifically, building on the 2024 communication on boosting biotechnology and biomanufacturing, the 2025 European chemicals industry action plan, and the European Bioeconomy Strategy adopted in November 2025. The initiative is also expected to complement other pieces of EU legislation currently in preparation, including the Industrial Accelerator Act, the Circular Economy Act and the Advanced Materials Act, positioning it as one part of a broader, interconnected legislative push affecting how chemical producers plan investment in bio-based production over the coming years.
