A High-Level Construction Forum (HLCF) webinar presented the outline of the forthcoming European Strategy for Housing Construction. The discussion focused on key building blocks addressing access to materials, innovation and lead markets, permitting procedures, and skills, with the aim of supporting housing supply, competitiveness and sustainability across the EU.

On 27 October 2025, the High-Level Construction Forum held a webinar to present and discuss the emerging European Strategy for Housing Construction. The event brought together representatives from the European Commission and sector stakeholders to gather feedback on the proposed structure and priorities of the Strategy.
The Strategy is organised around four main building blocks. The first addresses access to raw materials, including reused and recycled materials, with a focus on supply chain resilience, monitoring of essential materials, simplification of end-of-waste criteria and better use of digital tools to support circular construction markets.
The second building block focuses on creating lead markets by supporting innovation, scaling up industrialised and offsite construction, low-carbon and bio-based materials, and advanced construction products. Measures discussed include harmonised standards, digital product passports and coordinated investment to reduce risks and accelerate market uptake.
A third block targets permitting procedures, highlighting the need to simplify, harmonise and digitalise approval processes across Member States. Proposed actions include faster procedures, clearer timelines, digital permit systems and the use of BIM and interoperable databases to reduce delays and costs.
The fourth building block addresses people and skills, responding to labour shortages, ageing workforce challenges and skills mismatches. The Strategy emphasises upskilling and reskilling, improved labour mobility and stronger integration of construction services within the Single Market.
