The SET Plan Progress Report 2025, published by the European Commission Joint Research Centre (JRC), reviews advances in the Strategic Energy Technology Plan (SET Plan). It highlights coordinated EU and national research and innovation activities in low-carbon technologies, progress achieved over the past year, and strengthened governance to support competitiveness, sustainability and energy security across Europe

The SET Plan Progress Report 2025 presents an overview of progress in implementing the Strategic Energy Technology Plan (SET Plan), a key EU initiative to align research and innovation agendas for competitive, secure and sustainable energy technologies. The report was published on the occasion of the 19th SET Plan conference in Odense, Denmark. JRC Publications Repository
It outlines how the SET Plan has evolved over the last year, strengthening its role in supporting research, development and innovation across Member States and European Economic Area countries. The report notes that the SET Plan’s function has been reinforced within the broader policy framework of the Net-Zero Industry Act, giving its Steering Group enhanced legal status and an expanded mandate. The 2025 report summarises input from SET Plan stakeholders — including policymakers, industry, academia and research institutes — on recent achievements, challenges and investment needs. It reports that approximately one quarter of nearly 200 SET Plan activities have already delivered significant results, demonstrating tangible progress on key low-carbon technologies. Looking ahead, the updated SET Plan governance structure is intended to improve cooperation among Member States and stakeholders and accelerate innovation across strategic energy technologies, reinforcing the EU’s ambition for industrial leadership and climate neutrality.
