On 15 March 2023, the third annual meeting of the HLCF marked the official launch of the ‘Transition Pathway for a resilient, greener, and more digital construction ecosystem’. The event gathered 135 participants representing industry stakeholders, EU institutions, and national authorities. 

 

Key highlights included: 

 

- Presentation of the Transition Pathway structured into six building blocks: competitiveness, skilled labour, enabling framework, finance and research, safe and fair built environment, and governance and monitoring.  

 

- Panel discussions: stakeholders shared initial reactions, emphasising the need for a European framework to guide the construction sector towards carbon neutrality by 2050, the importance of digital tools like BIM, and the need for clear indicators to monitor progress. 

  •  

- Q&A session: addressed topics such as the role of the Transition Pathway as a non-legislative, forward-looking policy report, and strategies to attract young talent to the construction sector. 

  

The meeting underscored the collaborative effort required to implement the Transition Pathway, inviting stakeholders to contribute further commitments to action.
