On 2 December 2025, European Commission Executive Vice-President Stéphane Séjourné convened an Implementation Dialogue with stakeholders from across the construction value chain. The meeting focused on identifying barriers to competitiveness and productivity, and gathering input on solutions for a more integrated Single Market and increased innovation in the sector

On 2 December 2025, Executive Vice-President for Prosperity and Industrial Strategy Stéphane Séjourné hosted an Implementation Dialogue with representatives from across the construction value chain, including contractors, manufacturers, developers, SMEs, service providers, property owners and trade unions. The event aimed to gather stakeholder feedback on challenges affecting the sector’s competitiveness, productivity and market integration.

Participants discussed key barriers such as fragmented permitting processes and regulatory divergence that can impede cross-border services and slow project delivery. They also shared examples of good practices on digitalisation and proposed measures to support new market development and circular economy approaches in construction. 

The insights collected will help shape the forthcoming European Strategy for Housing Construction, which aims to enhance competitiveness, innovation, safety and sustainability across the sector. Implementation Dialogues form part of the Commission’s commitment to engage stakeholders annually and inform policy implementation and simplification efforts.
