New skills roadmaps from 15 EU countries were launched to boost green building jobs and meet climate goals under the BUILD UP Skills initiative – part of the LIFE programme’s push for a qualified workforce in the energy transition.

On 24 June 2025, the European Climate, Infrastructure and Environment Executive Agency (CINEA) announced that 15 EU Member States have updated national skills roadmaps under the BUILD UP Skills initiative, supported by the LIFE Clean Energy Transition sub-programme. Since 2011, BUILD UP Skills has empowered countries to develop partnerships across the building and renovation sectors. Now, the updated roadmaps identify key workforce and skill gaps to help reach the EU Green Deal, Renovation Wave, and 2030 climate targets.
Over 6 000 stakeholders – including education providers, construction firms, energy agencies, trade unions, and public authorities – were consulted to create actionable national platforms. The outcome: detailed sectoral action plans ready for large-scale implementation and upscaling in each country.
To maintain momentum, the 2025 LIFE Clean Energy Transition call will fund initiatives that boost stakeholder collaboration, implement upskilling/reskilling programmes and run nationwide awareness campaigns to attract talent into energy efficiency professions – with up to 95 % co‑funding. Deadline for submission of applications is 23 September 2025.
This effort addresses a persistent bottleneck in the clean energy transition: a shortage of qualified professionals to renovate buildings, improve energy performance and forge Europe’s path to a greener future.
