The survey finds that nearly half of SMEs have struggled to find staff with the right skills, with the challenge becoming even more pronounced among firms actively recruiting. At the same time, only a limited number have tried to recruit workers from outside the EU, mainly because of complex recruitment and immigration procedures, difficulties identifying suitable candidates and limited awareness of available support services. For sectors such as construction, where labour shortages remain a structural concern, the results underline the importance of clearer guidance, better recruitment support, improved skills matching and stronger assistance for integration and retention.
