The European Commission has adopted a new State aid framework (CISAF) to support clean industry, energy transition, and decarbonisation across the EU until 2030.

The Commission’s Clean Industrial State Aid Framework (CISAF), adopted on 25 June 2025, enables EU Member States to support clean energy, decarbonisation, and clean tech investments under simplified rules. Replacing the Temporary Crisis and Transition Framework (TCTF), CISAF runs until the end of 2030 and offers legal certainty for long-term planning.
Key areas covered include:
- Fast-tracked support for renewable energy and low-carbon fuels.
- Electricity price relief for energy-intensive industries in exchange for decarbonisation commitments.
- Flexible aid for a wide range of clean technologies (e.g. hydrogen, CCUS, biomass).
- Incentives for clean tech manufacturing, including support for critical raw materials.
- De-risking mechanisms to attract private investment in infrastructure and circular economy projects.
Support can be provided through predefined aid amounts (up to EUR 200 million), funding gap calculations, or competitive tenders. Enhanced aid is available for projects in less advantaged EU regions.
The framework also permits demand-side incentives, such as tax breaks for clean technology investments.
CISAF complements existing rules under the General Block Exemption Regulation and Climate, Environmental Protection and Energy Aid Guidelines (CEEAG), offering a coordinated toolbox for Member States to back the Clean Industrial Deal.
