The European Commission is investing over EUR 7.3 billion through its 2025 Horizon Europe work programme to drive breakthrough research, enhance Europe’s global competitiveness, and support top scientific talent. The funding will accelerate the green and digital transitions, with a major focus on climate, AI, and advanced mobility technologies including next-generation electric vehicles and smart transport systems. 

Nearly 35 % of the budget will be dedicated to climate action, and 36 % to digital innovation. At the same time, the programme supports researchers affected by war, with targeted initiatives for Ukrainian and Gazan scientists. The newly launched ‘Choose Europe for Science’ pilot under the Marie Skłodowska-Curie Actions programme will offer early-career researchers better support, longer contracts, and competitive allowances.

A new EUR 118 million call under the New European Bauhaus Facility will fund projects that reimagine sustainable living spaces while broader reforms will simplify application processes, reduce administrative burdens, and encourage diverse approaches to innovation.

First calls for proposals opened on 15 May via the Commission’s Funding and Tenders Portal. With a strong push for excellence, inclusion, and impact, the 2025 programme marks a key step in securing Europe’s position as a global leader in research and innovation.
