The EU-funded project “Tourism Local Economic Development with a Focus on Cultural Heritage” has launched a call for proposals to support sustainable tourism, cultural preservation, and the empowerment of young people and women in Albania’s Mallakastër region. The project “EU for Economic Development – Tourism Local Economic Development with a Focus on Cultural Heritage,” funded under the Instrument for Pre-Accession Assistance (IPA) 2018, has launched a call for proposals aimed at fostering economic growth in Albania’s local communities, with particular emphasis on empowering young people and women. Among its priorities are tourism-related activities and the preservation of cultural heritage.

Eligible activities under this call include, but are not limited to:

  • Promoting sustainable and eco-friendly tourism practices, such as reuse, upcycling, and zero-waste production methods;
  • Organising cultural events;
  • Producing educational and promotional materials (both print and digital), including accessible formats for persons with disabilities and multilingual content for international visitors;
  • Providing capacity-building programmes for young entrepreneurs and women in the tourism, travel, and service sectors;
  • Supporting youth-led initiatives that offer practical experience in cultural heritage, tourism, and conservation through volunteering, apprenticeships, or entrepreneurship.

Projects must primarily take place in the Bylis Archaeological Park (Hekal) and surrounding villages in the Mallakastër region.

To be eligible, the lead applicant must be a legally established, non-profit entity based in Albania. Co-applicants must also be based in Albania and may include NGOs, public sector operators, local authorities, or micro-enterprises.

The total indicative budget available for this call is EUR 210,000, with individual project grants ranging from EUR 30,000 to EUR 50,000.
