The Services Directive aims to eliminate legal and administrative barriers to the freedom of establishment and the free movement of services within the EU, thereby strengthening the internal market and enhancing benefits for consumers and service providers alike.

The Services Directive establishes a legal framework to enable the free movement of services and the freedom of establishment for service providers across the European Union. It was adopted to tackle the fragmentation of the internal market for services, particularly due to barriers affecting small and medium-sized enterprises (SMEs) and legal uncertainties related to cross-border operations.
Recognising that services account for about 70% of EU GDP and employment, the Directive aims to enhance competitiveness, create jobs, and provide greater consumer choice through easier establishment procedures, simplified administrative processes, and improved cooperation between Member States. It mandates non-discrimination against service recipients based on nationality or residence and strengthens consumer protection through increased transparency and access to information.
Key components of the Directive include the obligation for Member States to establish points of single contact, ensure proportionality in authorisation schemes, support administrative cooperation between competent authorities, and prohibit unjustified restrictions on service providers. It also introduces principles of administrative simplification and requires that procedures be completed electronically where possible.
Importantly, while establishing a general framework for services, the Directive explicitly excludes certain sectors such as financial services, transport, healthcare, gambling, audiovisual services, and aspects of social services and taxation, acknowledging the existence of sector-specific legislation or public interest considerations.
Through these measures, the Directive supports the development of a genuinely integrated European Single Market for services.
