The European Commission proposed amendments to Directive (EU) 2015/637 and Directive (EU) 2019/997 in December 2023. These changes aim to strengthen consular protection and streamline the issuance of EU emergency travel documents for unrepresented EU citizens in third countries. The initiative, applicable across the European Union, seeks to enhance legal clarity, cooperation, and the efficiency of consular services, particularly in response to crises such as COVID-19, wars in Afghanistan and Ukraine, and repatriations from Israel and Gaza. This is essential for ensuring that EU citizens receive prompt and effective assistance during emergencies abroad.
