On May 12, 2022, the European Commission introduced the European Digital Infrastructure Consortium (EDIC) as part of the Digital Decade Policy Programme 2030. EDIC aims to facilitate the setup and implementation of multi-country projects by providing a legal framework that simplifies and accelerates collaboration among EU Member States.

A key element of EDIC is its focus on digital infrastructure, enabling the deployment of joint projects that enhance digital connectivity, cybersecurity, and digital public services across Europe. Each EDIC is established by a Commission decision upon the application of at least three Member States, with a governance structure defined by the founding members.

Furthermore, EDICs will foster cross-border collaboration by uniting public and private entities, end users, and industry stakeholders to advance the Digital Decade’s goals. The initiative also encompasses funding through member contributions and possible EU and national grants.

These measures are intended to strengthen Europe’s digital infrastructure, promote innovation, and ensure a cohesive approach to digital transformation across the EU.
