City of Dubrovnik was one of the first cities in Croatia to recognize the importance of data driven services, thus decided to develop the Strategy which will help in order to achieve this goals. The Smart City Strategy for the City of Dubrovnik aims to improve the functioning and provision of services of the City of Dubrovnik with the basic goal of improving the quality of urban life of its citizens. The four year document is the basis for the continued development of a smart city, i.e. smart city solutions, which make the City of Dubrovnik a better place to live and work, a city that attracts entrepreneurs and investments, encourages the inclusion of growth and employment, reduces harmful emissions and pollution and the level of waste production. Activities planned by this strategy are divided in 4 groups: mobility and infrastructure, economic development ,quality of life, management and institutions, and in each of these groups the actions defined are concerning the upgrade of existing smart solutions with new/better functions and development of new smart solutions, quality management and informing and educating users of smart city service . Beside the Smart city strategy (2023-2028 version currently in the making), City of Dubrovnik annually and periodically implements different Strategies and/or Plans for the environmental protection and climate changes . As for the goals set by 2025, it is predicted that the population of the City will be almost completely covered by organized collection of municipal waste, significant growth of recycled and processed municipal waste and significantly reduction of disposed communal and biodegradable waste (5% by 2025 compared to 2017),separately collect 60% of the mass produced municipal waste,40% of the mass produced biowaste, which is an integral part of municipal waste and dispose of less than 25% of the mass in landfills.


Furthermore, as part of the Plastic Smart Cities project, decision on limiting the use of single-use plastics for the City and institutions and commercial companies in (co)ownership of the City was drawn up and adopted by the City Council. The city has committed to take measures and actions that will reduce the amount of disposed plastic waste by 30% in the pilot area by 2022 and by 55% at the city level by 2025.The City of Dubrovnik intends to join the global climate and energy movement by signing the Climate and Energy Agreement for 2050, which aims to create decarbonized, resilient and energy inclusive areas in accordance with the International Paris Climate Agreement. The City of Dubrovnik intends to reduce greenhouse gas emissions by at least 40% by 2030, through more efficient use of energy and greater use of renewable energy sources, as well as increasing resistance to the consequences of climate change. change by adaptation and mitigation. The City of Dubrovnik will also share its vision, results, experience and knowledge with other cities and municipalities in the Republic of Croatia, the European Union and beyond through direct cooperation and exchange, especially within the framework of the Global Covenant of Mayors (Covenant of Mayors, 2023). In this way, the City of Dubrovnik will contribute to the creation of safe, sustainable and competitive energy at affordable prices for all its citizens, to the reduction of energy poverty and to the strengthening of energy independence of consumers, and to the improvement of the quality of life and security of energy supply in its area. After the successful energy renovation of kindergartens and schools, the city of Dubrovnik is dedicated to sustainable energy development based on the principles of environmental protection and the use of renewable energy sources. In accordance with the Law on Energy Efficiency the Energy Efficiency Action Plan of the City of Dubrovnik for the period from 2022 to 2024 was adopted. The plan specifies 12 measures, the implementation of which will achieve savings in the amount of 7,938.69 MWh, whereby the reduction of CO2 emissions will amount to 1,877.06 tCO2.
