The Malta Tourism Strategy 2021-2030 is based on 13 Strategic Challenges, with 11 Strategic Targets and 22 Strategic Objectives, further subdivided into 125 Strategic Goals and 245 Strategic Actions. 

The 22 Strategic Objectives are related to 10 different areas:

6. Accommodation 
7. Quality 
8. Industry HR 
9. Conventions and Events 
10. Governance and Implementation 

Actions related to "Economic" and "Governance and Implementation" have already been implemented or are in the process of being implemented, as described below. 

Strategy 1 - Economic:
Goal 1 - To engage with NSO for the regular production and publication of a Tourism Satellite Account for Malta (Tables 1-7) and the implementation of the first set of sustainable indicators. Status: This is being implemented through the assistance of DG Reform and OECD through the Technical Support Instrument. Project should be concluded by the end of 2024.

Strategy 21 - Governance & Implementation: 
Goal 1, Action 1 - Setting up the Malta Tourism Observatory. 
Status: this has been set up on the 29th of September 2023. 
Goal 4, Action 1 - Giving Malta its own Malta Tourism Observatory in line with similar setups with the Mediterranean and Europe. Status: The application to the INSTO UNWTO is work in progress. 
Goal 5, Action 1 - Convene an Annual Tourism Conference. Status: The first Annual Tourism Conference was held on the 6th of December 2023. The next annual Conference will be held on the 12th of February 2025. The Observatory is fully set up with a Board of Directors which convenes regularly and two full time staff including a Manager. It has a website on www.mtobservatory.org and has published the first edition of Malta Tourism Insights

Strategy 22 - Governance & Implementation: Commissioning a number of specialized studies related to HR, Gozo, geographical mark plan, accommodation, KPIs, Segmentation, etc. Status: Various studies have already been commissioned.
