The 2030 Digital Compass presents the EU’s vision for digital transformation by 2030. It defines four cardinal points to guide progress: digitally skilled citizens, secure and sustainable digital infrastructures, the digital transformation of businesses, and digitalised public services.
The strategy emphasises empowering citizens and businesses to thrive in a human-centric, sustainable, and resilient digital economy. It addresses vulnerabilities exposed by the COVID-19 pandemic, such as reliance on non-European technologies, disinformation, and the digital divide. Key targets include achieving gigabit connectivity for all households, ensuring 80 % of adults possess basic digital skills, doubling the number of EU unicorns, and providing universal access to e-health records.
Multi-country projects, such as developing cutting-edge semiconductors, enhancing edge computing, and deploying ultra-secure quantum communication, are central to achieving these goals. Furthermore, international partnerships will promote Europe's values of openness, security, and respect for fundamental rights globally.
The Digital Compass is a critical framework for aligning digital transformation with Europe's green and strategic autonomy objectives, fostering innovation, competitiveness, and inclusivity across all Member States.
