The EU Pact for Skills – Skills Partnership for the Tourism Ecosystem is a collaborative initiative designed to strengthen the European tourism workforce by focusing on upskilling and reskilling. Launched in 2020 as part of the broader European Skills Agenda, it aims to promote skills development in response to the twin green and digital transitions. The Pact brings together various stakeholders — businesses, social partners, educational institutions, and local authorities — to support collective actions that address the tourism sector's skill needs, particularly in a post-pandemic context. Tourism was one of the hardest-hit industries during the COVID-19 crisis, losing a significant portion of its workforce and facing an urgent need to rebuild capacity and expertise.

In response, the Pact for Skills seeks to improve workforce resilience by fostering large-scale skills partnerships at national, regional, and local levels. These partnerships are designed to adapt to the unique challenges of the tourism sector, where small enterprises dominate, and qualifications often lag behind other industries. With a focus on green and digital skills, the initiative emphasizes the importance of sustainable practices and technological proficiency for the future of tourism. Additionally, the Pact aims to bridge the immediate short-term skills gaps while creating a long-term strategy for continuous skills development, making the sector more adaptable to future workforce disruptions and new demands.
