Romania Takes Steps Toward Socially Responsible Public Procurement

ADV Romania, in partnership with RISE and the Social Finance Association, has launched a major legislative initiative to support Work Integration Social Enterprises (WISEs) in Romania. A proposed amendment to the public procurement law would require authorities with budgets over €3 million to allocate 0.5% to reserved contracts for WISEs. With Senate approval secured, the proposal is now under debate in the Chamber of Deputies.

In parallel, efforts are being made to introduce mandatory direct procurement quotas from WISEs, backed by awareness campaigns and national webinars involving over 200 stakeholders. The initiative marks a key milestone in promoting social responsibility and boosting Romania’s social economy.
