The Union of Skills is a strategic initiative by the European Commission aimed at equipping the workforce with the skills needed for sustainable growth and competitiveness. Also recognising the social economy’s key role in fostering inclusion and innovation, the initiative promotes upskilling and reskilling to address evolving labour market needs.

Key focus areas for proximity and social economy include:

  • Bridging skills gaps in the social economy, particularly for the green and digital transitions.
  • Facilitating skills mobility and recognition to support cross-border social entrepreneurship.
  • Enhancing access to training and lifelong learning for individuals facing labour market barriers.
  • Encouraging investment in skills development, leveraging public-private partnerships. 

This initiative was highlighted during the European Employment & Social Rights Forum 2025. The event provided the perfect venue to explore solutions to labour shortages and productivity challenges that still ensure fairness and solidarity. The Forum brought together key stakeholders, including social economy actors, to shape the future of skills development in Europe.
