As part of the Digital Europe Programme, the European Commission has launched the call DIGITAL-2025-EDIH-AC-08-COMPLETION to finalise the establishment of the initial network of European Digital Innovation Hubs (EDIHs) by including entities from countries associated with the programme that have not yet participated in previous EDIH calls.

The selected EDIHs will serve as regional one-stop shops offering a full suite of services test before invest, training and skill development, access to finance, and networking opportunities tailored to support the digital transformation of SMEs, mid-caps, and public sector organisations. A reinforced focus on AI integration is central, encouraging close cooperation with EU AI innovation infrastructures such as the AI-on-Demand Platform, AI factories, and EuroHPC supercomputers.

The hubs will act as key enablers in bridging the gap between research and real-world application of AI and other digital technologies, driving economic growth, enhancing the competitiveness of European industry, and supporting a human-centric and green digital transition. They will also serve as multipliers by promoting European digital capacities and ensuring smooth stakeholder access to services and guidance, including compliance with the AI Act.

To be eligible, EDIHs must cover all four service categories and operate on a non-discriminatory basis. Strong networking and collaboration both cross-border and within the EDIH network are encouraged. Proposals must define measurable KPIs and actively participate in support activities organised by the Digital Transformation Accelerator (DTA).

The call follows a single-stage submission model, opening on 15 April 2025 and closing on 2 September 2025 at 17:00 Brussels time. Funding covers 100 % of eligible costs, co-financed by the Digital Europe Programme and national contributions, and must comply with applicable state aid rules.
