The European Commission has launched a survey targeting economic operators to assess how national regulations in areas not currently covered by Single Market notification obligations may be hindering the free movement of goods and services across the EU. Private companies are invited to share their experiences regarding barriers they face in areas such as authorisation schemes, professional insurance requirements, marketing restrictions, advertising rules, and retail sector regulations.

As part of a broader study conducted by Intellera (Accenture Group) and Milieu on behalf of DG GROW, the European Commission is seeking direct input from businesses operating within the Single Market. The study focuses on identifying and measuring the economic impact of "notification gaps" — legislative areas where EU Member States are not currently required to notify the Commission of new national rules that could create barriers to cross-border trade and service provision.
The survey covers six key gap areas: authorisation schemes for accessing economic activities (including mandatory certifications), requirements affecting multidisciplinary activities, professional insurance obligations, marketing restrictions (such as stockpiling and export limitations), product advertising rules, and retail sector-specific regulations.
