Executive Vice-President Stéphane Séjourné has presented the 2025 Annual Progress Report on Simplification, Implementation and Enforcement, showing how the Commission is cutting regulatory burdens, supporting industrial competitiveness and improving enforcement across the EU.

The European Commission is continuing its work to make the Single Market simpler, stronger and more competitive. At the end of September, Executive Vice-President Stéphane Séjourné sent the 2025 Annual Progress Report on Simplification, Implementation and Enforcement to the European Parliament and the Council. It covers actions from January to July 2025 and sets out how smarter rules, streamlined procedures and stronger implementation help strengthen the Single Market.
Regulatory simplification remains central to EVP Séjourné’s mandate. Four targeted Omnibus Packages were adopted in the first half of 2025. Sustainability Omnibus I eases reporting and due diligence requirements while linking sustainability with competitiveness. Omnibus II reinforces the InvestEU Regulation and helps mobilise €50 billion in additional investments. Omnibus IV supports Small Mid-Cap companies and promotes the digitalisation of product compliance. Omnibus VI lowers compliance costs in the chemicals sector while keeping high safety and environmental standards. These measures bring more than €7 billion in savings for businesses and contribute to the Commission’s target of €37.5 billion in reductions by the end of the mandate.
The Commission has also stepped up dialogue to ensure that simplification delivers results on the ground. Implementation Dialogues, including one dedicated to the chemicals sector, and Reality Checks with automotive and chemicals stakeholders help identify what works and what needs adjustment. The Strategic Dialogue on the Future of the Automotive Industry has produced a full Industrial Action Plan.
Further Omnibus Packages and additional Implementation Dialogues are planned, including in the construction sector. EVP Séjourné aims to work even more closely with the European Parliament and the Council to remove remaining barriers and unlock the full potential of the Single Market.
