The European Commission is preparing new measures to ensure that cosmetics sold in the EU are safe and reflect the latest scientific evidence, by updating the EU Cosmetics Regulation in line with recent changes under the CLP Regulation.

The European Commission is working on new measures to protect consumers from potentially harmful substances in cosmetics. This initiative will update the EU Cosmetics Regulation to match recent changes in how chemicals are classified under the CLP Regulation, the EU’s main law on the classification, labelling and packaging of chemicals. Aligning the two laws should help ensure that hazards are identified and communicated consistently across the EU.
The updates will take account of the latest scientific findings on substances classified as carcinogenic, mutagenic or toxic for reproduction, known as CMR substances. Once a CMR classification becomes legally binding under the CLP Regulation, the Cosmetics Regulation requires a ban on these substances in cosmetic products unless a company can show, with clear scientific evidence, that their use is safe under specific conditions.
These upcoming measures are meant to provide consistency for companies and a high level of consumer protection. Some products may need to be reformulated or phased out if they contain substances newly identified as posing serious health risks. Most products already meet EU safety standards and suitable alternatives are usually available before rules change. Consumers can remain confident that cosmetics placed on the EU market are among the safest worldwide.
Commission services are currently preparing the draft measures, which will be discussed with Member States and industry representatives in 2026. Final measures are expected in the first half of 2027. Further details will be published on the European Commission’s cosmetics webpage.
