The Union of Skills is the European Commission’s strategic vision to enhance Europe’s competitiveness and resilience by investing in human capital. It addresses urgent skills shortages, transformation gaps, and governance fragmentation through coordinated EU-wide action across education, training, and employment sectors.

The Union of Skills is a comprehensive initiative by the European Commission that aims to position human capital at the core of the EU's future prosperity and competitiveness. Rooted in the recognition that skills are essential to the Union's social and economic model, the strategy proposes a radical shift in ambition and approach. It identifies three core challenges—skills shortages and gaps, a lag in transformation speed, and fragmented governance—and sets forth an ambitious roadmap to tackle them through four key pillars:

  1. Building foundational skills for life and work, including literacy, digital competence, and STEM education, while addressing disparities by gender, region, and socio-economic background.
  2. Upskilling and reskilling Europe’s workforce, with a focus on lifelong learning and inclusion of low-skilled adults, women, and marginalised groups, particularly in the context of digital and green transitions.
  3. Facilitating the free movement of skills across the EU, with actions to simplify recognition of qualifications and enhance cross-border mobility, notably through the introduction of EU-wide qualifications and portability frameworks.
  4. Attracting and retaining global talent, ensuring that Europe remains a hub for innovation and research by offering attractive conditions for international students, researchers, and professionals.

Supported by targeted investment—including through EU funding programmes such as Erasmus+, ESF+, and InvestEU—and a new governance framework integrating data intelligence and stakeholder engagement, the Union of Skills seeks to equip individuals and businesses alike to thrive amid rapid technological, environmental, and geopolitical change.
