The programme focuses on four main areas: turning circular economy rules into practical tools for SMEs, cities and regions; expanding the circular bioeconomy; developing a stronger single market for secondary raw materials; and strengthening stakeholder cooperation and peer learning, especially for smaller businesses and local communities.

Planned outputs include a curated collection of toolkits and case studies to help SMEs adopt circular business models, EU-wide guidance for repair and reuse hubs, and a mapping of financing instruments designed to improve access to funding for circular economy projects.

The programme also highlights business models based on repair, reuse, leasing and sharing, as well as measures aimed at reducing reliance on primary raw materials.
