The European Commission has opened a public consultation and a call for evidence to shape a new Action Plan for the European Pillar of Social Rights. Stakeholders are invited to share views on the impact of the 2021 Action Plan, lessons learnt, and areas where further progress is needed. Both feedback channels are open for 12 weeks, until 10 September 2025.

What is happening and why
The European Pillar of Social Rights sets out 20 principles that guide the Union towards a fair, inclusive, opportunity-rich social Europe. A new Action Plan will help implement these principles across the Union while respecting each country’s social model and strengthening Europe’s social market economy. The initiative follows President von der Leyen’s Political Guidelines.
What the Commission is asking
The Commission seeks feedback on how the 2021 Action Plan performed, the main lessons from its delivery, and where additional action may be necessary. Input will inform a new Action Plan that the Commission intends to launch in the coming months. The public consultation and the call for evidence remain open for 12 weeks, closing on 10 September 2025.
What the 2021 Action Plan achieved
The 2021 Action Plan strengthened Europe’s social market economy and listed 75 actions at EU and national level. According to the Commission, all 75 actions were delivered.
Why this matters for the TCLF ecosystem
Skills, inclusion, employment services, and access to training are central themes under the Pillar. TCLF organisations, education and training providers, social partners, and regional authorities have an opportunity to share practical evidence on upskilling and reskilling, apprenticeship pathways, inclusion and equal opportunities, and measures that help address labour and skills shortages.
How to contribute
Stakeholders can take part in two ways, both open until 10 September 2025:
• Respond to the public consultation questionnaire.
• Submit input to the call for evidence with data, case studies, or recommendations.
