The EU Nature Restoration Regulation (NRR) sets binding targets to revive degraded ecosystems across Europe in line with the European Green Deal and the EU Biodiversity Strategy for 2030. EU Nature Restoration Regulation (NRR, Regulation (EU) 2024/1991)

The EU Nature Restoration Regulation sets legally binding targets to recover degraded ecosystems across the Union. It supports the European Green Deal and the EU Biodiversity Strategy for 2030, aiming to strengthen nature’s resilience and restore its capacity to provide essential ecosystem services such as clean water, fertile soils, and climate regulation — all of which underpin sustainable raw material production.

Key elements

  • Scope: 
    Covers terrestrial, freshwater, coastal, and marine ecosystems, including forests, wetlands, grasslands, and urban green spaces.
  • Targets: 
    Member States must develop national restoration plans to restore at least 20% of EU land and sea areas, and all ecosystems in need of restoration, by 2050.
  • Implementation: 
    Progress is tracked through harmonised monitoring and reporting obligations under EU guidance.
  • Sectoral relevance: 
    Healthier soils, water systems, and forests help secure e.g. sustainable fibre cultivation and reduce pressure on natural resources in value chains.
