The EU Net-Zero Industry Act lays the strategic and legislative foundation for the EU’s broader climate and industrial goals under the European Green Deal. Stemming from the Green Deal Industrial Plan it sets the policy direction to promote self-sufficiency in the strategic net-zero technologies, create jobs, and support the shift to a greener economy by 2030.

The EU Net-Zero Industry Act is an initiative under the Green Deal Industrial Plan aimed at boosting the EU’s capacity to manufacture clean technologies, in particular strategic net-zero technologies.
The Act intends to strengthen the EU’s competitiveness and fast-track both the progress towards the EU's 2030 climate and energy targets, as well as the transition to climate neutrality by 2050. It aims to achieve this by fostering investment and improving market access.
The Act also simplifies the regulatory framework by streamlining regulatory procedures and accelerating permitting processes. Furthermore, it supports stronger research and innovation efforts by providing financial incentives and promoting partnerships.
The key net zero technologies consist in:
- solar photovoltaic and solar thermal
- electrolysers and fuel cells
- onshore wind and offshore renewables
- sustainable biogas/biomethane
- batteries and storage
- carbon capture and storage
- heat pumps and geothermal energy
- grid technologies.
Additional net-zero technologies include sustainable alternative fuels technologies, advanced nuclear energy technologies designed to minimise waste across the fuel cycle, small modular reactors, and related best-in class fuels.
The Net-Zero Industry Act will drive the creation of quality jobs by forecasting the demand and supply of a skilled workforce. It will also increase targeted training and strengthen the talent pipeline to meet the EU’s green transition goals.
