Council Directive (EU) 2019/997, adopted on June 18, 2019, establishes an EU Emergency Travel Document (EU ETD) to assist unrepresented EU citizens in third countries who have lost or had their travel documents stolen. This directive sets out the conditions and procedures for issuing the EU ETD, which allows the bearer to return home or travel to another destination where their home country has consular representation. It replaces Decision 96/409/CFSP and aims to provide a more secure and standardized format for these emergency documents.
