The Estonian Ministry of Economic Affairs and Industry has rolled out the Tourism Action Plan 2026–2029, a transformative strategy aimed at elevating Estonia’s appeal as a year-round, sustainable destination. Building upon the Long-Term Outlook for Estonian Tourism 2025–2035, this ambitious plan sets the stage for remarkable growth, targeting an increase in direct and indirect economic impact of tourism to €3.248 billion by 2029—a substantial rise from €2.2 billion noted in 2023.

Unlocking Estonia’s Potential: A Year-round Gem

The Estonian Ministry of Economic Affairs and Industry has unveiled the Tourism Action Plan 2026–2029, a strategic roadmap designed to operationalize the long-term vision established in the Long-Term Outlook for Estonian Tourism 2025–2035. The plan aims to transform Estonia into a year-round, sustainable, and innovative destination with a primary objective of increasing the tourism sector's total direct and indirect economic impact to €3.248 billion by 2029.

For the first strategic pillar, the action plan is focused on turning Estonia into a year-round destination, moving away from seasonal tourism by emphasizing business, food, cultural, heritage, and nature tourism. The goal is to increase tourism service exports to €2.7 billion and grow the share of business tourism, with key actions including supporting international conferences, developing major event venues, and maintaining the presence of the Michelin Guide in Estonia.

Improving accessibility and enhancing digital connectivity are essential to attracting more international visitors. The plan targets an increase in international flight destinations and ensuring that most tourism services are bookable online in real time, through the expansion of the Route Development Fund and improvement of rail connections, among other actions.

Regional development and community engagement are crucial components, aiming to distribute tourism benefits beyond the capital city of Tallinn by increasing the share of overnight stays in other areas and encouraging cooperation between Destination Management Organizations and local services. Through developing infrastructure and promoting accessible tourism routes, the plan seeks to increase public awareness of tourism’s economic importance.

To professionalize the industry further, the plan aims at a stable and profitable business sector by improving labor conditions, streamlining regulations, and tackling the shadow economy. With a focus on modernizing regulations and implementing continuous learning programs, the action plan aims to enhance the average wage in the sector.

Emphasizing smart, innovative, and sustainable tourism, the plan promotes digitalization and sustainability initiatives by doubling investment in, and supporting businesses in obtaining sustainability labels through, automation and smart technologies.

The implementation and governance are collaborative, involving the Ministry of Economic Affairs and Communications and the Enterprise and Innovation Foundation, with the Tourism Council overseeing progress. The plan emphasizes involvement from the tourism ecosystem, including businesses, transport operators, regional organizations, and international partners.

While no additional increase to the Ministry’s budget is planned, funding will come from state and EU structural funds, with an estimated annual allocation between €19.5 million and €20.2 million. This budget supports product development, marketing strategies, connectivity, and environmental improvements for the business sector.

The 2026–2029 Action Plan signifies a strategic commitment to modernizing Estonia's tourism industry, driving high-value segments, leveraging digital tools for enhanced efficiency, and ensuring regional economic dispersion, ultimately supporting a resilient, year-round economy that benefits both local communities and international visitors.
