The EU has launched the third edition of its Sustainable Urban Mobility Planning (SUMP) Guidelines, aimed at providing cities with enhanced support to develop and implement greener urban mobility systems. This update comes as a crucial step in aligning city planning with key EU goals, such as the European Green Deal and Sustainable and Smart Mobility Strategy.

With a requirement for 431 urban nodes to adopt SUMPs by 2027 under the trans-European transport networks (TEN-T) regulation, these guidelines are set to become the backbone of future urban transport planning. The 2026 update, based on extensive consultations and a thorough review of practices, caters specifically to the current needs and challenges faced by cities.

Supporting documents—the SUMP Reference on Cycling and Urban Vehicle Access Regulations (UVARs)—offer additional insights into integrating cycling into urban planning and managing vehicle access to cities, respectively.

These measures promise not only to transform urban mobility but also to enhance the travel experience for residents and tourists in cityscapes across Europe.
