Rotterdam, Netherlands, has emerged as a beacon of sustainable tourism and community integration through the transformative SmartCulTour project. Celebrated as a best practice by the Sustainable EU Tourism initiative, Rotterdam's community-driven model empowers residents to co-design their city's cultural experiences, ensuring tourism benefits both visitors and locals.

From 2020 to 2023, Rotterdam curated tourism experiences within two burgeoning districts by establishing Living Labs. Funded by the EU, these labs welcomed stakeholders across the community to collaborate in shaping future tourism landscapes. Participants engaged in six creative workshops, utilizing tools like system mapping and visitor flow analysis to propose sustainable district enhancements, ultimately consolidating their insights into a guiding report for future initiatives.

The city's commitment to dialogue between residents and tourism officials is further strengthened by engaging neighborhood events like Rooftop Days and collaborative art sessions. These activities celebrate local culture while fostering community connections.

Rotterdam's approach exemplifies how collaborative innovation and a long-term vision can transform tourism into a catalyst for neighborhood growth and well-being.
