The Commission has published its Chips Act 2.0 proposal, COM(2026) 504, responding to the Semicon Coalition Declaration signed by all 27 Member States' ministers in September 2025 calling for a reinforced framework to strengthen Europe's position in the global semiconductor value chain.

The proposal covers both leading-edge and mainstream chips, which the Commission's own impact assessment frames as having become key geopolitical assets amid rising Sino-American tensions and the rapid emergence of AI-driven demand. For manufacturers, the relevance is structural rather than immediate: semiconductors and power electronics are core inputs into machine controllers, drives and sensors across the ecosystem's equipment base, and the proposal specifically aims to address supply-chain choke points that have previously caused component shortages and lead-time volatility for industrial buyers, not only for consumer electronics.
