A Joint Research Centre analysis published on 17 June 2026, feeding into the 2026 State of the Digital Decade Report, finds that manufacturing stands to gain more from the EU's Recovery and Resilience Facility (RRF) digital investments than any other sector of the economy - a finding that puts this ecosystem at the centre of one of the EU's largest post-pandemic spending programmes.

The JRC puts the directly attributable Digital Decade contribution from the RRF at roughly EUR 120.4 billion, and its modelling, carried out jointly with the Commission's economics and digital departments, is the first attempt to size the full economic knock-on effect of that spending: by 2030, the analysis expects it to have added EUR 219.2 billion to the EU economy overall, a return of about EUR 1.50 for every euro spent. Manufacturing captures the single largest sectoral share of that impact, an estimated EUR 68.4 billion, ahead of ICT services, professional services, trade and construction. The analysis also finds substantial cross-border spillovers: countries such as Germany, Denmark, Ireland, Luxembourg and the Netherlands benefit strongly from other Member States' recovery spending, not only their own, a pattern the JRC links to how closely their industries are woven into shared European supply chains.
