Joint Technical Committee 21 (JTC 21) is the CEN-CENELEC body responsible for developing European standards on artificial intelligence, providing the technical detail that will eventually let manufacturers demonstrate compliance with the AI Act and related legislation through harmonised standards rather than only the legal text itself.

Manufacturers do not typically join JTC 21 directly; national standards bodies represent country-level input into its technical committees, and companies more commonly engage through their national mirror committee or through practical resources such as the JTC 21 Learning Center. As harmonised AI standards begin to emerge from this work, they are expected to interact closely with the AI-related provisions the Machinery Regulation is bringing in through delegated acts.
