The Pact for Skills, launched by the European Commission on 10 November 2020, is a shared engagement model bringing together companies, public authorities, education and training providers and employment services to support skills development across Europe, structured around specific industrial ecosystems - automotive, microelectronics and aerospace and defence were the first sector partnerships to launch, with the model designed to be open to further ecosystems including manufacturing.

Why this matters for the ecosystem: organisations that join sign a Charter committing to principles such as lifelong learning and anticipating skills needs, and gain access to a networking hub for finding partners, a knowledge hub with webinars and peer learning, and a guidance hub covering relevant EU funding routes, including the Recovery and Resilience Facility. For manufacturers wrestling with the same skills-gap barrier that recurs across this ecosystem's robotics and automation adoption challenges, the Pact offers a structured, EU-recognised way to pool that effort with peers rather than each company solving its own training pipeline in isolation - and unlike a one-off training course, membership gives ongoing access to whichever new EU funding and guidance the Commission adds to the Pact over time.
