The European Commission has adopted a roadmap setting out 22 actions and more than 30 recommendations to gradually replace animal testing in chemical safety assessments across 15 regulatory domains, including industrial chemicals, pesticides, biocides, pharmaceuticals and food additives.

Built around three pillars - accelerating non-animal methods, strengthening EU research and innovation capacity, and improving international cooperation - the roadmap is a concrete deliverable under the EU's 2025 Chemicals Action Plan. A steering team is due to be set up by mid-2026, with measurable indicators and a public dashboard to track progress, and a high-level conference planned for 2029 to review results. For the chemicals ecosystem, the roadmap signals a long-term shift in how safety data will need to be generated and accepted by regulators.
