The Commission has published a 4-week call for evidence on a draft delegated regulation updating the composition of risk groups, as foreseen under Article 3 of the Security of Gas Supply Regulation 2017/1938. The draft proposes adjustments to the current composition, as listed in Annex I, taking into account the significant changes in EU gas supply since 2021 and the evolution of major transnational risks to the security of gas supply. In broad terms, it maintains four risk groups but introduces significant simplification.
Member States have already been consulted through the Gas Coordination Group (GCG), and a further consultation with the GCG will follow this public feedback exercise. The Commission aims to publish the final delegated regulation before the end of this year. It will then be subject to the standard 2-month scrutiny period by the Council and the European Parliament. The call for evidence is open until 14 August 2025.
