The European Commission has launched infringement procedures against several EU Member States for failing to fully transpose a range of EU directives into national law by the set deadlines. These directives cover key areas such as defence, energy, transport, justice, and health.
The Commission has sent letters of formal notice to the non-compliant Member States, giving them 2 months to respond, complete transposition, and communicate their measures. If the Member States fail to comply, the Commission may escalate the matter by issuing a reasoned opinion – a formal step before referring cases to the Court of Justice of the European Union. Notably, Denmark was singled out for failing to implement updated rules related to the defence sector, while 26 Member States received notices for not fully transposing the updated Renewable Energy Directive.
In addition, the Commission has taken action over failures to implement legislation relating to the enforcement of EU sanctions, plant health, seed marketing, and the transport of dangerous goods. Eighteen Member States failed to notify transposition of the directive on criminalising the violation of EU restrictive measures, while nine others did not fully implement safety updates for transporting hazardous materials. Furthermore, four Member States failed to transpose directives relating to agricultural plant variety testing and the listing of plant pests. The Commission emphasises that full and timely implementation of these directives is essential to ensure harmonised EU standards, effective policy enforcement, and progress on strategic goals such as the energy transition, public safety, and the integrity of the internal market.
