Under the Regulation, which entered into force on 13 August 2026, the Commission or Member States may ask ECHA to prepare proposals to restrict hazardous substances used in vehicles. These proposals will follow the standard REACH restriction process and include opinions from ECHA’s scientific committees.

ECHA may also be asked to assess alternatives to substances currently covered by exemptions and advise whether those exemptions should be maintained, amended or removed. The new framework builds on restrictions already applied under the previous End-of-Life Vehicles Directive and extends the use of REACH-style tools to the automotive sector as it moves toward higher levels of recycled content.
