The European Commission has adopted a comprehensive greenhouse gas emissions methodology for low-carbon hydrogen and fuels under the Hydrogen and Gas Market Directive, completing the EU’s regulatory framework for hydrogen. 

This initiative provides legal clarity to encourage investment and scale up clean hydrogen production, particularly in sectors such as aviation, shipping, and industry, where electrification is challenging. To qualify as low-carbon, fuels must achieve at least a 70 % reduction in emissions compared to fossil fuels. The methodology offers flexibility to accommodate the diverse energy systems of Member States and supports technologies such as carbon capture and low-carbon electricity. 

The Act will now be submitted to the European Parliament and Council for review, while the Commission prepares further measures to ensure a level playing field and practical implementation across the energy system.
