In December 2021, the Commission published a staff working document outlining scenarios for a transition pathway towards a more resilient, sustainable, and innovative construction sector.

 

This working document invited stakeholders to contribute to the scenarios for 2030 and list key enablers for the transition of the construction sector. It also invited them to work with each other, EU countries’ authorities, and the Commission, and propose concrete actions, commitments and investments at sectoral, national, and regional levels. It also asked stakeholders to assess the scale, cost, benefits, and conditions of the required actions for the twin transition of the European construction sector. 

 

To collect contributions from stakeholders, the Commission conducted a consultation survey from December 2021 to March 2022. The feedback, which was used to identify the pathway’s key areas and topics of focus, is mainly summarised in two documents:

 

  • The Executive Summary, which provides a concise overview of the consultation related to the Commission staff working document; 

  • The Consultation Report, which offers a more detailed account of the consultation process, including its methodology, the participants involved, and the results obtained.
